Plans are underway by the Rivers State Government to ensure that all civil servants in the state are Information and Communication Technology (ICT) compliant.
Consequently, the government has launched a process to link 20 Ministries, Departments and Agencies (MDAs) to the State Integrated Financial Management Information System (SIFMIS) by January, 2018.
The State Accountant- General, Sir Dagogo Abere, said this at a workshop on the State Integrated Financial Management Information System (SIFMIS) for Permanent Secretaries organised by the Ministry of Finance in conjunction with the State Employment and Expenditure For Results (SEEFOR) project in Port Harcourt.
Abere, who was represented by Sir Cyril Amaewhule, said that the State Integrated Financial Management Information System was to ensure efficiency of public expenditure system.
He said that the system would ensure greater accountability, reliability, improve the budgeting and planning process as well as eliminate poor management of transactions and documentation.
Also speaking, the state Head of Service, Mr. Rufus Godwins, said that the implementation of the system would help improve communication among the various departments of government.
The Head of Service, who was represented by Sir. Nnamdi Okpo, said that the state looks forward to a time when the various offices of the government would work together to check issues of ghost workers and fraud in the system. On his part, the Permanent Secretary, Ministry of Finance, Sir Alawari Ndu, said that the World Bank was interested in seeing the state improve in its revenue generation. He said that for this objective to be achieved, Information and Communication Technology (ICT) must be introduced to drive the process. Ndu told the permanent secretaries to see their roles as Chief Accounting Officers of their various ministries, adding that it was their place to implement the programme in their ministries.
